As part of our Standby Rescue Service for a New Jersey coal burning electric generating company, our team was asked to lead a practice rescue of a simulated worker incapacitated while working from a suspended scaffold while inside the facility boiler. The scenario placed the “victim” suspended by his lifeline after having fallen from a suspended scaffold approximately 80 feet above the boiler “Dance Floor”.

Our 2-man rescue team led the rescue evolution with trained Plant personnel providing supporting services in rope tending and patient packaging. As a side note, Safety Compliance Services training division provided the generating facility with their ongoing Confined Space Rescue training earlier in the year.

Starting on September 10, 2008 twelve SCS Confined Space Rescue technicians with full rescue equipment were on duty 24/7 for the Refueling Outage at the James A. Fitzpatrick Nuclear Station which concluded October 7, 2008.

The plant owned and operated by Entergy is an 838 megawatt BWR (Boiling Water Reactor).

Operating in 2 person teams SCS personnel preplanned rescues for all entries into confined spaces and assisted Plant safety personnel with safety and fire prevention inspections. A professional working relationship between Plant fire brigade members and SCS personnel was formed through positive interaction and daily drills conducted by on duty teams. In the event of a Confined Space Recue, SCS and JAF personnel were well prepared to work together through a pre-established NIMS Unified Command System implemented to provide for safe operations.

Our work with Yale University’s Office of Facilities Utilities continued this month with Mike Hart providing Yale University personnel with training in basic confined space rescue techniques to allow Facilities Utilities personnel to provide for extraction of co-workers from manholes and vaults should an injury or illness occur during entry operations. This training culminated a 12 month work scope that included

- Performing a comprehensive Safety Audit, Hazard Analysis and Corrective Action Plan for 22 steam tunnels located throughout the main campus in New Haven and the development of policies and procedures for entering, working, and responding to emergencies within, the steam tunnel system.

- Developing safe entry protocols and procedures for personnel working within manholes and subterranean vaults not classified as Permit Required Confined Spaces

We are proud to announce that our Standby Rescue Service has been chosen to provide the James A. Fitzpatrick Nuclear Power Plant in Lycoming, New York with 24/7 rescue standby service for their 2008 outage. The quality of our service package, the qualifications and training of our personnel, and the resources our Team can provide to the Plant were deciding factors in our selection. This is our first contract with Entergy Nuclear Operations and it is the sentiment of all involved that our relationship with Entergy will be long term as we look to the future.
